Florina Vistal (or Binggay) has joined the US-ASEAN Business Council on May 16, 2023 as its Philippine Chief Country Representative. She serves as the Council’s country head and senior liaison with the private sector, the Philippine government and the US diplomatic presence in that country.
Florina (or Binggay) is a regional public policy expert with more than forty years of experience gained from working in government and the business sectors. Her expertise spans public policy development and advocacy related to international trade / incentives, industry development, investment promotion and servicing, stakeholder engagement and strategic policy planning / assessment to support corporate investments and exports planning.
Prior to joining the US-ASEAN Business Council, Florina (or Binggay) worked with Ford Motor Company for seventeen years. Starting as its Philippine Vice President for Corporate & Government Affairs in 2004, she was later assigned to the company’s Bangkok regional office from 2008 - 2021. Her last role was as the Regional Director for Government Affairs, Ford International Markets Group covering ASEAN, India, Australia, South Korea and other emerging markets.
Florina (or Binggay) also worked with the Philippine Board of Investments (BOI) for twenty-three years. At the BOI, she held several positions covering a variety of industries and functions. She last held the position of an Executive Director of the Investment Promotion Group. During her tenure, the Group was awarded the Department of Trade & Industry Service Excellence Award for implementing a strategic and customer-oriented investment promotion program that resulted to exponential growth in investments and employment of the call center / BPO industry.
Florina is active in the business community. While with Ford, she assisted the the US-ASEAN Business Council as its Vice-Chair of the Thailand and Cambodia Committees. At AMCHAM Thailand, she also served as a Co-Chair of the Customs & Excise Committee and as the secretariat of the Auto Council.
Florina graduated cum laude with a Bachelor’s Degree in Commerce major in Accounting, and has passed the Philippine Accountancy Board examination.
Florina is married and has two children who are professionals in their chosen fields.
